Roofers On Strike

The Ontario Sheet Metal Workers' & Roofers Conference has advised the Labour Relations Section of the Ontario Industrial Roofing Contractors Association (OIRCA) that they will be starting a province-wide strike on May 1, 2013.

Look Who's Turning 50!

When you start to approach the big five-o, most people would just as soon let it pass undetected.   That sentiment really only applies to people though, with the exception I suppose of a marriage’s anniversary.  Fifty years of marriage is indeed an accomplishment these days.

 For companies and organizations though it is truly a momentous occasion.  Fifty years of business success, even if it is of the not-for-profit variety, is worthy of celebration.  At OIRCA we are so excited about the pending celebration that we are jumping the gun by planning to launch our anniversary at this year’s ROOFTech 2013 trade show being held at the International Centre in Mississauga on April 23rd and 24th.

BUR Workshop - April 19, 2013 - 3.5 RCI CEHs

Built-up-roofing (BUR) systems have been widely used for over a century in North America and continue to be a common choice of roofing systems for owners, specifiers and installers.

This workshop deals with all aspects of felt and asphalt membrane development. Those in attendance will witness the actual hands-on installation of a typical BUR system.

We are pleased to be able to deliver this presentation at the Conestoga- OIRCA Centre for Roofing Training & Technology

Exterior Walls Technology & Science Course – May 9/10, 2013 – 16 RCI CEHs

This two-day course provides basic exterior wall technology and terminology that will be used as the fundamental base for future exterior wall course offerings.  The course covers a broad range of topics, including types and function of exterior walls, psychrometrics and moisture movement, design objectives and building code requirements, wall penetrations, materials, coatings and water repellants, and sealants.

This broad course is aimed at those preparing to expand their knowledge into exterior walls and at those already practicing in this area that want to further develop their knowledge in exterior wall technology.  Exterior Walls Technology and Science will also serve as a good review course for those interested in taking the Registered Exterior Wall Consultant exam.


The program includes course material, continental breakfast and lunch.

Ratio Review for the Roofer Trade
April-18-13

One of the first orders of business for the province’s new College of Trades is to review the current journeyperson-apprentice ratio for all the construction trades.  On October 26, 2012 an invitation was publicized for the roofer trade.  Both a written submission and an oral consultation were included within the review process.


The Review Panel reviewed all submissions against the following criteria in deciding the appropriate journeyperson to apprentice ratio for the trade:


i. The scope of practice of the trade.
ii. The apprenticeship program established by the College.
iii. How the journeyperson to apprentice ratio for the trade may affect the health and safety of apprentices and journeypersons working in the trade and the public who may be affected by the work.
iv. The effect, if any, of the journeyperson to apprentice ratio of the trade on the environment.
v. The economic impact of the journeyperson to apprentice ratio of the trade on apprentices, journeypersons, employers and employer associations and, where applicable, on trade unions, employee associations, apprentice training providers and the public.
vi. The number of apprentices and journeypersons working in the trade.
vii. The rates of completion for apprentices in an apprentice training program for the trade.
viii. The journeyperson to apprentice ratio, if any, for a similar trade in other jurisdictions.
ix. The supply of, and demand for, journeypersons in the trade and in the labour market generally.
x. The attraction and retention of apprentices and journeypersons in the trade.
xi. The average age of apprentices and journeypersons in the trade and the projected attrition of journeypersons working in the trade.


Three submissions were received by the College; the Ontario Industrial Roofing Contractors Association (OIRCA), the Ontario Sheet Metal Workers’ and Roofers’ Conference (Conference) and the Ontario Home Builders Association (OHBA).  All three attended and made oral representation at the consultation on January 10, 2013.


The current ratio for the trade is 1:1; 3:1; which equates to one journeyperson for the first apprentice and three journeypersons for each apprentice thereafter.  Both the OIRCA and OHBA had requested a reduction in the ratio to a straight 1:1.  The Conference argued for the status quo.


In the OIRCA presentation, the Association requested the change “to provide our members with the flexibility to manage their own human resources in an efficient way and provide new apprenticeship opportunities for Ontarians in this rewarding field.”


On February 6, 2013 the College’s Review Panel released their decision as follows: “In the circumstances of this review, we propose that the ratio be reduced to 1:1 for the first apprentice and then 2:1 for any additional apprentices”.
… a small victory for the roofing industry.

50th Anniversary Update
March-01-13

Aloha members!

The date for our 50th Anniversary Hawaiian trip has been set for January 25, 2014 and we will be staying at the world famous Hilton Hawaiian Village on Waikiki Beach.

The Hawaiian trip is being organized in conjunction with RCI Inc’s Annual Hawaiian Winter Workshop in Waikiki.This yearly event is organized by the Southern California Chapter of RCI and consists of two days of roofing, waterproofing and building envelope technical presentations. For those of you who hold RCI designations i.e. RRO or RRC, there are a total of 15 CEHs available.

While in Waikiki, the OIRCA plans to hold three functions for the membership; an arrival reception, anniversary dinner and ocean cruise dinner.The balance of your stay you will be on your own to visit gorgeous Oahu or travel to other islands in the chain.

The Annual General Meeting will take place the day before, January 24th, at the Westin Bristol Place Hotel, Toronto, and will be followed that evening with a Gala Dinner and Dance featuring the music of The 905 Band.

2013 Award of Merit
February-07-13

The 2013 Award of Merit was presented to this year's recipient, David Uglow of Provincial Industrial Roofing & Sheet Metal Company, at our Annual General Meeting.

Dave's service to the Association as a back-to-back President, long serving member of the Board of Directors and member of many committees including Insurance, Risk Management, Safety, Strategic Planning, Labour Relations and Technical where he currently serve as its Chair, certainly made him the ideal candidate for such an award.

He went on to represent Ontario on CRCA’s Board of Directors, ultimately serving as their President and he currently represent OIRCA on their National Technical Committee.

When the Association has called for his support and assistance, no matter the circumstances, he has always been available, providing knowledgeable insight and advice for the betterment of the roofing industry and in particular the OIRCA.
